Description
1. GENERAL DESCRIPTION: a. The U.S. Army Simulation, Training and Instrumentation Command (STRICOM) is issuing a request for Sources Sought. Interested Contractors are asked to prepare a paper with a Not-to-Exceed amount of 2 pages to address potential solutions to meet the required and desired characteristics of the MK-19 Grenade Machine Gun Tactical Engagement Simulator. Responses are due to STRICOM on or before 14 September 2001. Any technical questions should be addressed to Mr. Larry Cruse, Engineer at (407) 384-3879. Reponses are due to: STRICOM,Jean Borowski, ATTN: CSCB, 12350 Research Parkway, Orlando, FL 32826 or email at Jean_Borowski@stricom.army.mil on or before 14 September 2001. The Government will not pay for any work done on this Sources Sought request. b. The MK-19 TES will be primarily used during force-on-force exercises at Maneuver Combat Training Centers (MCTC) and home station in both Interim Armored Vehicle (IAV) mounted and tripod dismounted modes. It will simulate the firing and effects of the actual weapon system. 2. CAPABILITIES REQUIRED: a. The MK-19 TES shall: (1) Simulate the tactical IAV MK-19 GMG in both the vehicle mounted and dismounted modes. (2) Simulate the functional/operational characteristics of the MK-19 GMG. (3) Interface with the IAV MILES XXI system in the vehicle mounted mode. (4) Offer direct fire engagement with specific hit zone around the target based on estimated computed target range. (5) Be dismounted and operated independently on a tripod. (6) Have audio and visual weapon firing cues. (7) Use a solution based on an appended or surrogate version. (8) Have capability that any MILES fire power or catastrophic kill shall disable the MK-19 TES when mounted on a vehicle. (9) Provide a BIT (power ON, manual and periodic) capability. (10) Simulate the basic load characteristics and modified by authorized personnel. (11) Provide a rechargeable battery power source for dismounted mode. The fully charged battery shall power the TES for at least 100 hrs of operation or 1,000 shots. (12) Have its MILES code structure, comply with MCC 97 MILES Communication Code Standard. (13) Provide a low and/or out of ammunition indication. (14) Have its weight, balance, and size approximately equal to the tactical MK-19 GMG if a surrogate TES is provided. 3. Desired Capabilities: (1) Include a Preplanned Product Improvement (P3I) that will include changes for future technology, hardware and engagement such as defilade/indirect firing, non-line of sight, and precision gunnery. (2) Display the burst on target on the applicable vehicle displays. (3) Offer a capability that the MK-19 TES can not be used in the dismounted mode if the vehicle received a fire power or catastrophic kill when MK-19 TES was mounted on it. Communicate with the Man-Worn Systems of both the MILES-XXI and MILES 2000. (4) Provide a capability to link to MCTC instrumentation system. Provide recoil effect of the MK-19 GMG firing. a. Describe any additional features that will be offered by the proposed MK-19 TES. 4. Desired Delivery Schedule 1. Delivery of 2 prototype MK-19 TES for field demonstration by March 2002 2. Delivery of 18 Low Rate Initial Production (LRIP) MK-19 TES by June 2002. 3. Delivery of 115 production MK-19 TES by Dec 2002. *Desirable -- Means it is not an absolute requirement, but nice to have.
