Description

The National Industry of Standards and Technology (NIST), on behalf of the Technology Administration, intends to issue a purchase order on a sole source basis to Biotechnology Institute, Washington DC. The purpose and objective of this requirement is to provide partial funding, along with several other Government Departments and agencies to promote the analysis and understanding of issues arising from the emergence of the biotechnology industry. The Biotechnology Institute is an educational organization with the purpose of providing information to educators, the public and policy makers about the scientific basis of biotechnology, the products of biotechnology research and the potential of those products to improve citizen?s health and environment. The Department of Commerce is interested promoting analysis and understanding of issues within the biotechnology industry. The program will address all of the issues that the Department is interested in illuminating for public discussion, with topics such as; intellectual property issues, bio-energy, agricultural biotechnology among others. Period of Performance for this effort will be from date of award through one (1) year. The Government anticipates the award of a firm-fixed priced purchase order on or about 4 September 2001. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106. Interested parties may identify their interest and capability to respond to the requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.
