Description
The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA is assisting the U. S. Environmental Protection Agency with the Libby Asbestos Project. As part of this project, the Volpe Center is conducting site remediation activities at the former W. R. Grace Screening Facility (herein referred to as the Railroad Loading Facility) in the town of Libby, Lincoln County, Montana. For this procurement, the Volpe Center has a requirement for a contractor to install a replacement 6-lane, 400-meter running track at the Libby Middle School in accordance with the design plans and specifications. The contractor shall perform work in accordance with Occupational Safety and Health Administration (OSHA) guidelines. The Government intends to award a firm-fixed-price contract. This solicitation is a HUBZone Small Business Concern Set-Aside in accordance with FAR 19.13. The North American Industry Classification Systems Code is 234990 and the Small Business size standard is $27.5 million. All Offerors shall be certified as a HUBZone Small Business Concern by the Small Business Administration. The solicitation and any document related to this procurement will be available on the Internet. These documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitations posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. No hard copies of the solicitation will be mailed. Telephone requests will not be honored. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadv antaged business enterprises to acquire short -- term working capital assistance for transportation -- related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
