Description
Background "The Flight Training System Program Office located at Wright Patterson AFB, Ohio is currently in the process of acquiring a new fleet of gliders for the United States Air Force Academy. An Informational Request For Proposal (IRFP) is found at this website. This is NOT a request for a proposal but is being provided at this time so that you may ask questions to clarify specific requirements and familiarize yourself with the Government's contracting system. Please feel free to contact us with any questions you may have on this package or the Government's acquisition process. There are a few notes that you need to be aware of regarding this acquisition. Currently, this is an unfunded program. However, monies for the glider replacements have been requested as p[art of an FY01 omnibus funding package. The requested monies, if approved, will be insufficient to acquire all the replacement gliders in FY01. Additional monies to complete the entire procurement should be made available in FY02. It is our plan to acquire the entire basic training family of gliders in FY01 and as many motorgliders as the remaining funds will allow, notionally 5. The remaining motorgliders, whatever number is required to total 14, and the advanced competition family of gliders will be acquired with the FY02 monies. The additional motorgliders will be a priced option on the motorglider contract. This will be a commercial acquisition. The final award will be based on the lowest priced, technically acceptable proposal. Capabilities above and beyond those stated in the requirements matrix will not be considered as factors in the overall award decision. You may bid on all three groups of gliders (basic training family, motorgliders, or advanced competition family) or any individual family of gliders. Separate contracts for each family of gliders will be awarded if different contractors are selected to satisfy our requirements. Some other notes that you should be aware of that will be requirements in the final request for proposal are: A. The Government desires information regarding installation location and cost of an optional aerobatic smoke system for the Dual Aerobatic/Spin Trainer. At the Government's discretion, this may be purchased as an additional option, but the availability of an aerobatic smoke system will not be a factor in any award decision. B. Motorgliders should be priced on a ""per aircraft"" basis. Availability of funds will determine the actual number of aircraft purchased in FY01. A purchase option (to fulfill the initial requirement of 9 motorgliders and the ultimate need for 14 motorgliders) will be exercised in FY02. C. The minimum turn time of 5 minutes is defined as: ""From glider stop after landing, the ability to have the flight crew exit the glider, rapid preflight conducted, a new flight crew strapped into the glider, glider hooked to the tow plan, and ready for take-off"". D. The Government requests a representative example of one (1) flight manual and one (1) maintenance manual as an addendum to the offeror's proposal. This is not required for each glider proposed, just one example of each. E. Additional spares requirements will be identified in the actual request for proposal.
