Description
Contractor to furnish all necessary labor, materials, and equipment to construct five (5) pile/caisson supported marine ATON structures. Structures are located between mile 340.7 and 825.6 on the Upper Mississippi River. Work must be completed before onset of ice season, estimated to be 15 November for the first two aids, and 15 December for the remaining three aids. The applicable North American Industry Class System (NAICS) Code is 234990. The small business size standard is a three-year averaged annual gross receipts of $27.5 million. Estimated construction price range is $250,000.00 to $500,000.00. Bid, payment and performance bonds are required. Performance period is 60 calendar days. There will be a $20.00 charge for the solicitation package. Checks should be made payable to the U.S. Coast Guard. All bid requests must be submitted in writing. No telephone requests shall be accepted. This is an unrestricted acquisition. Large, small, small disadvantaged, HUBZones, veteran and woman-owned businesses may submit a bid. All responsible sources may submit a bid, which will be considered by this agency. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small Disadvantaged Business Utilization (OSBDU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee on the bond amount to a surety against losses. Loans are also available under the DOT Short-Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
