Description

Background "THIS IS A COMMERCIAL SOLICITATION PREPARED IAW FAR PART 12. The Air Force intends to issue a solicitation for the purchase of educational services. These non-personal services are to provide instruction in the following subject matter:(1)USAF FLIGHT SAFETY OFFICER COURSE, 8 courses per year: (2) INTERNATIONAL FLIGHT SAFETY OFFICER COURSE, 2 offerings per year; (3) AIR NATIONAL GUARD SAFETY PROGRAM MANAGEMENT COURSE, 1 annual offering; (4) AIRCRAFT MISHAP INVESTIGATION COURSE, 12 sessions annually. The purpose of these courses are to prepare US Air Force, Air National Guard and Foreign Service members with instruction in aircraft mishap prevention, investigation procedures, policies and techniques., Course will be conducted thru the Air Force Institute of Technology (AFIT) at the Air Force Safety Center (AFSC), Kirtland AFB NM. Proposed contract is a base year with one option year. Contractor shall be responsible for the preparation of instructional materials and instructional services. THIS ACQUISITION IS UNRESTRICTED. ALL RESPONSIBLE SOURCES MAY PROVIDE A PROPOSAL WHICH WILL BE EVALUATED BY THE GOVERNMENT EVALUATION TEAM. SOLICITATION WILL BE POSTED TO THE INTERNET ON OR ABOUT 21 AUGUST 2001. THERE WILL BE NO PAPER COPIES OF THIS DOCUMENT. Michael Higgins, 937-255-6005 is the Ombudsman who hears concerns of offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreement and recommendations to the appropriate Government personnel. Existence of the Ombudsman does not diminish the authority of the CO or the program director. The Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process.
