Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular(FAC)97-27. The associated NAICS code is 611420. Contract Line Item: The Veterans Affairs -- Employee Education Service (VA-EES) Minneapolis Resource Center requires a 3-4 day workshop for forty-four participants on the topic of Intensive Education on Medicare Coding and Billing to take place prior to September 30, 2001. Offerors shall locate and contract for lodging and meeting space in the United States for participants. Offerors shall provide training that has Continuing Education Unit (CEU)approval by the American Academy of Professional Coders (AAPC) or the American Health Information Management Association (AHIMA. Offerors shall contract for lodging space within per diem rates and tax-free rates, meeting space, refreshments, and audiovisual requirements and their maintenance for the duration of the workshop. The lodging site shall comply with the FEMA Hotel and Motel Safety Act and comply with the Americans with Disabilities Act. Offerors shall make arrangements with the lodging site for a participant registration table and any appropriate signage. Offerors shall provide services on-site to register participants and serve as the administrative workshop liaison with the faculty and hotel staff and shall identify contacts to work with the Contracting Officer's Technical Representative (COTR) in planning the workshop and identifying the project timelines. Offerors shall develop workshop agenda in collaboration with identify workshop faculty, place participant workshop materials in binders or folders, to include the program agenda and handouts to support content presented by the faculty, biographical data on faculty, evaluation forms, and certificate of program completion. A copy of the program materials shall be sent to the COTR for approval prior to the workshop. Offerors shall comply with Americans with Disabilities Act providing alternative format for materials if requested by any participant at the time of pre-registration. Offerors shall also provide ground transportation information from the airport to the lodging site, including rates and availability. Offerors shall designate an individual to participate in approximately two or three fifty-minute conference calls with VA assigned project manager and planning committee members to identify target audience and workshop content needs. Offerors shall secure and fund the honoraria, travel and lodging of experienced, qualified faculty to conduct the educational program, and training content shall be finalized through planning meetings but must minimally include Medicare rules and regulations, evaluation and management coding documentation and methods for auditing physician E/M notes, regulatory update on ICD9 Coding as published in the August 2001 Federal Register, and Medicare rules and regulations. The successful offeror will be provided a program announcement with solicitation for participants and request for pre-registration names of participants; a list of participants who will attend the program by the date negotiated to be needed by the hotel for rooming list; a list of any participants requesting any special accommodations as specified in the Americans with Disabilities Act; and VA Employee Education System will send travel funding and hotel information to the participants.
