Description

NIH intends to negotiate on a sole-source basis with The Johns Hopkins Bayview Medical Center (JHBMC) to provide continuing nursing, clinical, clerical, housekeeping, subsistence, laundry, laboratory, utility (steam, electricity, gas and water) and other services to the NIH Gerontology Research Center (GRC), which is located on the JHBMC campus. The purpose of the clinical services is to provide care for GRC research subjects who are admitted to JHBMC on wards dedicated to GRC patients. These subjects participate in the Baltimore Longitudinal Study of Aging and other GRC clinical research initiatives. The utilities are provided to power the GRC building. The statutory authority for this non-competitive action is 41 U.S.C. 253 (1) and FAR 6.302-1. No other firm can reasonably supply the needed services because the GRC building is physically connected to JHBMC buildings by a covered walkway and assorted pipes and wires. The resulting contract will be for a one year base period, commencing 1/1/02 with four additional one year options. This requirement was previously posted in the CBD on 4/12/00 with a potential performance period of 1/1/01 -- 12/31/06. Numbered Note 22.
