Description

Modification to 26 Jul 01 Final Notice. The Installation Business Office-Contracting (IBO-C), Fort Bragg, North Carolina is soliciting proposals for an OMB Circular A-76 Cost Comparison Study to provide Operations of the Public Works Business Center at For t Bragg, North Carolina, which includes compliance with Army Regulation (AR) 5-9, Inter-Service Support Agreements (IOSA), and designated Reserve Component units, as well as transition from in-house to Contractor operation. Major functional areas include ( 1) Facility Support (includes Work Reception & Management and Facility Maintenance), (2) Infrastructure Support (including Roads/Grounds/Waste Transfer/Landfill Operations/M&S Equipment, (3) Energy Plant O&M and Steam/Dual Temperature Distribution, (4) Ext erior Electrical, (5) Exterior Lighting and Electrical Equipment, (6) Natural Gas Distribution, (7) Wastewater Treatment Plant O&M (includes Central Vehicle Wash Facility (CVWF) and Wastewater Collection, (8) Water Treatment Plant O&M/Water Distribution, ( 9) Service Contracts (break down further by contract description), (10) Natural Resources, and (11) Operation and Maintenance Army (OMA) Project Work. (Note: Functional Areas (3), (4), (5), (6), (7), and (8) are being studied for privatization. If privatiz ation is determined, the aforementioned functional areas will be removed from this requirement). The period of performance includes a base year and four one-year option periods with a three month phase-in immediately prior to the base year. The projected i ssue date is 22 Aug 01, with receipt of offers due 5 Oct 01; however, the issue date and receipt of offers are estimated. Actual date and time for receipt of offers will be specified in the solicitation. The anticipated contract type is Cost Plus Award Fee . The solicitation is unrestricted. The North American Industrial Classification System (NAICS) code is 561210 (Standard Industrial Classification code is 8744). For the purpose of determining small business status for this procurement, the average annual receipts of a concern and its affiliates for the preceeding three fiscal years must not exceed $20 Million.
