Description
The Drug Enforcement Administration (DEA) intends to negotiate a cost plus award fee contract for aviation support services. The acquisition will be conducted using full and open competition under NAICS number 488190. The solicitation will be issued on or about October 31, 2001, and issued solely through the DEA's acquisition website at http://www.usdoj.gov/dea/. Click on "Acquisitions," then "Open Solicitations." Hardcopies of the RFP will not be available. Potential offerors will be responsible for downloading their own copy of the solicitation and any amendments, as well as obtaining any reference documents from the Technical Library that will be established at the program office site in Fort Worth, Texas. It is the offeror's responsibility to monitor this website for the release of the solicitation and any amendments. The proposed contract will have a period of performance of one year and four one-year options, beginning on October 1, 2002. The type of services to be provided are program management, training, logistics, aircraft maintenance, and business administration necessary to sustain the DEA-owned aircraft fleet in a safe, reliable, and fully mission-capable condition. From time to time, the contractor may also be required to perform work on other non-DEA aircraft and support special operations (via task order). The DEA-owned aircraft are presently deployed and supported from a main operating site located at the Alliance Airport, Aircraft Operations Center, Fort Worth, Texas. Other field operating sites will be established domestically and in foreign locations. Current domestic field sites are Long Beach, California; Hilo, Hawaii; Conroe, Texas (Houston area); Fort Lauderdale, Florida; and Fairfield, New Jersey (New York area). Current foreign sites are Nassau, Bahamas; La Paz, Bolivia; Bogota, Colombia; Mexico City, Mexico; and Lima, Peru. The DEA assets include a variety of commercial and military fixed and rotor wing, single- and multi-engine aircraft, piston, turbine, and jet aircraft. Security background investigations will be performed on contractor personnel. Proposals will be evaluated and selection made based on "best value" criteria, which will include technical approach, key personnel, and past performance. A draft RFP and other supporting documents are anticipated to be posted on or about August 31, 2001. Comments will be taken into consideration and incorporated into the final RFP, where appropriate. Comments will be accepted until October 17, 2001 and may be sent via e-mail to the Contracting Officer in this announcement. A pre-proposal site visit will be scheduled; the exact date and time will be specified in the RFP, although it is currently anticipated to take place Tuesday, November 6, 2001. See Note #26.
