Description
DESCRIPTION: The Defense Threat Reduction Agency (DTRA) seeks potential sources that can provide a wide range of Information Technology Services (IT) to support the IT infrastructure of DTRA. This is a SOURCES SOUGHT SYNOPSIS; there is no solicitation av ailable at this time. No response will be provided for requests for a solicitation. THIS SOURCES SOUGHT SYNOPSIS IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. DTRA's overall mission is to safeguard Americans and its friends from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosive) by reducing the present threat and preparing for the future threat. In conjunction with perf orming this mission, there are numerous other supporting activities required to ensure the successful functioning of the agency. DTRA, therefore, is seeking sources that can provide as a prime contractor a variety of IT services to meet the agency IT inf rastructure. The requirement is for Operations Support Services. 1.0 BACKGROUND. The merger of several DoD organizations into DTRA created a mix of acquisition strategies for the design, operation and maintenance of information technology. Contracts awarded by the DTRA predecessors were eventually phased out and repla ced by separate contracts for end-user support, network and systems administration, and applications support. In order to provide a seamless level of support from the help desk to the system level, a new support concept is being pursued which will have a single provider responsible for all support issues. The vendor will be responsible for end-to-end support for DTRA's users and IT infrastructure. The DTRA network covers several Agency sites in the National Capital Region (NCR) each of which require on-s ite help desk support. System level support is provided at DTRA's worldwide locations. The current infrastructure consists of Unclassified and Classified (Secret and TS/SCI) systems and networks, with an extensive wide-area network using commercial circu its. The systems supported include Windows NT, Windows 2000, Unix, MAC OS, and MVS/OS. 2.0 CONTRACT OBJECTIVES. To procure the following set of integrated IT services covering end-user support, network support, systems administration, telecommunications support, application and web development, and special projects support. 2.1 End-user support. 2.1.1 Operate customer help desks at NCR DTRA sites. 2.1.2 Diagnose and resolve problems in response to customer reported incidents. 2.1.3 Research, evaluate, and provide feedback on trends and patterns in customer support requirements. 2.1.4 Develop and maintain problem tracking and resolution databases, to include prioritization, time to respond, time to repair, etc., and prepare management reports. 2.1.5 Install, configure, troubleshoot, maintain, and repair customer hardware and software. 2.1.6 Provide customer training on system use and DTRA-wide applications, e.g., MS Office, e-mail, etc. 2.1.7 Issue and track IT hardware and software assets. 2.1.8 Provide 24x7 call center support to include providing system and network administration support to respond to outages. 2.1.9 Provide 24x7 computer room support. 2.2 Network Support. 2.2.1 Operate and maintain the operational network architecture and infrastructure. 2.2.2 Monitor network capacity and performance to ensure peak performance by eliminating bottlenecks and allocating proper bandwidth throughout the network. 2.2.3 Diagnose and resolve network problems to ensure availability. 2.2.4 Operate and maintain remote access services and cryptographic devices. 2.2.5 Operate and maintain network security systems and network management systems. 2.2.6 Analyze, evaluate, test, install, maintain, and upgrade network hardware and software. 2.2.7 Configure and optimize network servers, hubs, routers, and switches. 2.2.8 Perform network backup and recovery procedures. 2.2.9 Manage IP addressing an d network protocol usage 2.2.10 Provide cable installation and/or cable trouble shooting and repair. 2.2.11 Provide router, firewall, and other system programming as required. 2.3 Systems Administration Support. 2.3.1 Evaluate, test, plan, and schedule the installation of new or modified hardware, operating systems, and applications software. 2.3.2 Manage accounts, network rights, and access to systems and equipment. 2.3.3 Manage systems resources including performance, capacity, availability, serviceability, and recoverability. 2.3.4 Develop and document systems administration standard operating procedures. 2.3.5 Resolve hardware/software interface and interoperability problems. 2.3.6 Ensure systems availability, functionality, integrity, and efficiency. 2.3.7 Maintain systems configuration. 2.3.8 Manage the installation and integration of fixes, updates, and enhancements. 2.3.9 Perform procedures to prevent the spread of viruses or other malicious system attacks and recover from any incidences. 2.3.10 Manage mass-storage systems 2.3.11 Provide systems programming for NT, Unix, MVS/OS, and other operating systems as required. 2.3.12 Operate and upgrade Agency-wide email services to include the Defense Messaging System. 2.3.13 Host and support web-based services 2.4 Telecommunications Support 2.4.1 Plan, implement, operate, and maintain LAN, WAN, and MAN circuits and associated end equipment and cabling. 2.4.2 Install and operate cryptographic equipment. 2.4.3 Maintain, issue, order, repair, and train users with various communication devices, e.g., pagers, cell phones, telephones, voice mail, fax machines, etc. 2.4.4 Manage the telephone program to coordinate and manage installations, changes, and modifications. 2.5 Applications Support. 2.5.1 Analyze, develop, and refine systems requirements. 2.5.2 Provide database administration to include database design, implementation, and maintenance. 2.5.3 Analyze, design, develop, test, implement, and maintain data sharing between DTRA and non-DTRA applications, to include COTS and GOTS based applications. 2.5.4 Develop, test, and maintain applications to include both prototypes and production applications. 2.5.5 Design user interfaces, to include web enabling legacy applications. 2.5.6 Assure software and systems quality and functionality. 2.5.7 Integrate hardware and software components. 2.5.8 Write and maintain program documentation. 2.5.9 Provide configuration management and version control for all software, tools, and documentation. 2.5.10 Evaluate and recommend new software technologies. 2.6 Web Support. 2.6.1 Analyze, develop, implement, and maintain overall technical design and structure of web services (intra-/inter-/extranet). 2.6.2 Troubleshoot and resolve technical problems with the design and delivery of web services. 2.6.3 Collect and analyze web service usage and performance statistics. 2.6.4 Provide technical advice to web content providers. 2.7 Special Projects Support. 2.7.1 For selected, large and/or long-term projects, provide project management support to include schedule development, costs estimates, schedule monitoring, and reporting. 2.7.2 Establish cross-functional teams to analyze, prototype, test, and/or integrate new technology and applications into the DTRA infrastructure. The scope of the resultant contract extends to DTRA locations worldwide. The Government's objective is to have one integrating contract with the ability to perform all tasks related to the objectives stated above. The Government anticipates award of an in definite delivery/indefinite quantity contract. This Sources Sought Synopsis is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. Any information submitted by respondents as a result of this synopsis is strictly voluntary. This synopsi s is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Prospective suppliers will supply a capability summary not to exceed ten (10) pages in length describing their relevant co rporate experience. In addition, the Government is actively seeking your recommendations and comments on the proposed strategy for this acquisition.
