Description

This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. This solicitation (DTCG81-01Q-3SGWJH) is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Ferderal Acquisition Circular 97-27. FAR clauses and provisions are available via internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 325199 and Small Business Size Standard is 1,000 employees. Item Discription and Quantities are as indicated: Propylene Glycol (Sea safe w/o corrosion Inhibitor, Non-Toxic), Qty. 700 cases (each case should contain 6 one gallon containers). Acceptance: Destination. F.O.B: Destination. Delivery 27 Aug. 2001. Delivery to: USCG Caretaker Det., Bldg. 910, Governors Island, N.Y. 10004. Federal Acquisition Regulation (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-2, Evaluation-Commercial Items (Jan 1999), and 52.215-5, Facsimile Proposals (Oct 1997). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Capability of products offered, and Past Performance Factors (please provide points of contact, telephone numbers, and types of supplies of which contracts have been satisfactorily completed of at least 3 current references). 52.212-3, Offerors Representations and Certifications-Commercial Items (May 2001) MUST AND SHALL be completed and submitted with RFQ's. NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING THIS AND ANY OTHER INFORMATION SET FORTH IN THIS SOLICITATION. Federal Acquisition Regulations (FAR) Clauses that applies to this RFQ: 52.212-4, Contract Terms and Conditions-Commercial Items (May 2001), 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items (May 2001) applies as follows: paragraph (b)(5), (7), (11), (12), (13), (14), (15), (16), and (25). In compliance with the said clauses, the following additional FAR Clauses 52.252-2, Clauses Incorporated by Reference (Feb 1998) as part of and apply to this RFQ: 52.223-3, Hazardous Material Identification and Material Safety Data (Jan 1997), 52.223-5, Pollution Prevention and Right to Know Information (Apr 1998), and 52.232-8, Discount for Prompt Payment (May 1997).
