Description

The US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of 1 each of the following items for an existing system equipment upgrade: (1) Differential Scanning Calorimeter, PN DSC822/400, (2) Intracooler, PN FT900, (3) Intracooler conversion kit for manual lid, PN 51119881, (4) Calibrated Dual Flow Meter, PN 110710, (5) TRITEC2000B Dynamic Mechanical Analyzer (complete with software for instrument control and analysis), PN TRITEC2000B, (6) Valve for automated Liquid Nitrogen Cooling, PN TRIACC0103, (7) Multiport Serial Card, PN 512929. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ARL intends to solicit and negotiate with only one source under the authority of FAR 6.302 with Mettler-Toledo, Inc, 1900 Polaris Parkway, Columbus, OH 43240, as they are the Original Equipment Manufacturer (OEM) and ARL is upgrading its existing system. The government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their qualifications and capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
