Description

THIS IS AN 8A HUB-ZONE SOURCES SOUGHT ANNOUNCEMENT ONLY. There is NO solicitation for any action at this time. This synopsis is issued for the sole purpose of the 81st Contracting Squadron to conduct Market Research on project entitled Replace Airfield Lighting & Vault Equipment at Keesler Air Force Base, Mississippi. The National Industrial Classification Systems Code is 23531, and size standard is $10,500,000. The selected contractor shall provide all labor, materials, transportation, tools equipment and services necessary to perform all work required to: Upgrade the existing airfield lighting vault (construct a building addition), upgrade existing equipment (circuits, lighting fixtures, and vault equipment), remove and replace runway paving at threshold light bars in accordance with the project plans, drawings, and specifications. The work on this project will be accomplished on an active airfield. The runway shall be closed for a maximum of 30 days to replace the threshold light bars and all other work indicated within 100 foot of the runway. Based on the responses received from the announcement, the Government will follow the procedures set forth in the Federal Acquisition Regulations, and supplements thereto, to determine whether this requirement will be set aside for 8(a), Hub-Zone, or full and open competition. All firms expressing interest must be able to demonstrate qualifications necessary to accomplish this work in accordance with the statement of work as well as the drawings. Interested firms are requested to submit capability statements in writing to Ms. Margaret Tracy O'Connor by close of business on July 13, 2001, stating the following: (a) Size of Firm (8(a), Small, Large, etc.), involvement in Socio-Economic Programs (SDB, Woman Owned, etc.), (b) General capability statement indicating the ability to perform the scoped project with no delays, to include company experience, superintendents qualifications, personnel qualifications, number of qualified personnel, company owned equipment, company owned temporary airfield lighting equipment, etc., (c) Contracts (Commercial or Government) relating to upgrading or the installation of airfield lighting systems, (d) contract numbers, (e) Dollar Value, (f) Dates of Performance, (g) Scope of work performed on listed contracts, (h) Procurement Center and Point of Contact. The capability statement should evidence relevant experience in the above areas and include the information requested in this announcement. If sub-contractors will be utilized in the performance of this contract, the capability statement shall be provided for each sub-contractor and shall be shown separate from the contractor's qualifications. These statements of capability shall identify specific areas to be subcontracted and the sub-contractors qualifications/capabilities. The sub-contractors capability statement shall indicate the same information listed in item (b) above. The Government reserves the right to not contact firms who fail to supply the required information with in the time specified in this statement.
