Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Ths announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ 09-01-157 is being issued as a request for quotations. This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 97-27 dated April 25, 2001. This solicitation is set aside for small business. NAICS code is 532490. Size standard is $5.0 million. The Forest Service will arrange transportation of the equipment and return it to the contractor's place of business provided that the place of business is within a 150 mile radius of Alturas, California. Otherwise, contractor shall be responsible for transportation. The following FAR provisions are applicable to this solicitation: 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2, Evaluation, Commercial Items, is applicable as follows: The following factors shall be used to evaluate offers: 1. Ability to meet or exceed government specifications; 2. Price; and 3. Ability to meet desired delivery dates. Based upon the evaluations, the offeror who represents the best value to the Government will be accepted. FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items (provide with offer). FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. This solicitation is for 4 line items: Item 1. Crawlor Tractor, dry, without operator, minimum 305 horsepower, equipped with a power shift transmission and enclosed rollowver protection system with airconditioning. Semi or Full "U" type dozer blade with hydraulic tilt control and hydraulic rear mounted ripper with hydraulic pitch control and 2 ripper teeth. 1992 model year or newer. Estimated rental period is July 30 through September 28. Item 2. Excavator, dry, without operator, track mounted, minimum 95,000 pound operating weight equipped with a minimum 48 inch wide heavy-duty rock bucket, minimum width of 54 inches, equipped with a hydraulic operated thumb compatible with the bucket provided with an enclosed cab and air conditioning and sufficient rock guards to prevent damage while loading shot rock on relatively rough and uneven surfaces. 1996 model year or newer. Estimated rental period is August 6 through September 28. Item 3. Articulated Dump Truck, dry, without operator, articulated 6x6 off highway dump truck with minimum 30 ton rated capacity, minimum 300 horsepower equipped with enclosed cab with air conditioning, dump box designed to haul a minimum of medium sized shot rock up to a 4 foot diameter and loaded with an excavator, equipped with 100% lock up differential locks. 1996 model year or newer. Estimated rental period is August 6 through September 28. Item 4. Track End Loader, dry, without operator, minimum 210 horsepower and 60,00 pound operating weight, equipped with a minimum 3.5 cubic yard bucket designed to work in large shot rock riprap. Equipped with power transmission, roll over protection system either open or enclosed (enclosed shall have air conditioning), and sufficient rock guards to prevent damage while working with shot rock on relatively rough, uneven surfaces. 1996 model year or newer.
