Description

Under authority of U.S.C. 253(c) (1), FAR 6.302-1 the National Institutes of Health (NIH) intends to negotiates on a sole source basis, a contract with Gallery Watch, 229 Pennsylvania Ave., SE, Suite 200, Washington, DC 20003. The NIH has a requirement for a Legislative Tracking System. This shall includes, but is not limited to, the following performance charateristics: coverage of congressional committee, news and detailed schedules, explanations of complex bills, comparison of bills in various committees, archived data, updated profiles of Members of Congress, and advanced web functions for global searching and research. The intended procurement will be classified under NAICS Code 561210, Facilities Support Services, with a size standard of $5. Information furnished should include enough material to allow the agency to perform a proper evaluation. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit capability statements in an orginial plus two (2) copies no later than thirty (30) days from the date of this anouncement. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Written responses shall include complete description of the services to be provided, containing sufficient technical inforamtion to permit agency analysis to establish a bona fide capabiity to meet the stated requirements as listed abvoe. This is not a request for proposal (RFP).
