Description

Background "Contractor Engineering and Technical Services (CETS) to provide support and assistance via telephone, e-mail, fax and /or, if needed, on-site assistance. The duties may include on-site proficiency training, technical guidance and advice in the evaluation of unusual field problems and to render emergency technical advice related specifically to the Oklahoma ANG at Tulsa on the LANTIRN Target POD. The CETS representative must possess a Bachelors degree in electronics engineering and have three years as a highly skilled technician on the LANTIRN Target POD System. Liaison between the CETS representative and the manufacturer is required. This effort requires above listed services for 12 months from 01 Oct 01 through 30 Sep 02 (FY02) plus an option year of 12 months for FY2003. PR line item number 16-1A. The approximate issue date will be 31 Jul 2001 to Lockheed Martin, Orlando, FL. No telephone requests. Only written or faxed requests received directly from the requester are acceptable. All responsible sources solicited may submit a bid, proposal or quotation which shall be considered. Authority: 10 U.S.C. 2304(c)(1). Justification: Supplies or services required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one or a limited number of sources under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Security clearance will be required of all bidders/offers. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
