NAICS Code 541350. Refrigeration Chiller Preventive Maintenance services, Solicitation No. GS-07P-01-HHD-5026 to be performed at Federal Buildings within the five-state area of Arkansas, Texas, Oklahoma, New Mexico, and Louisiana. The contract will be for one base year with four 1-year options. The estimated contract values range from a minimum guarantee of $200 up to a maximum ordering limitation of $156,250 per year. Security clearances will be required for personnel working in Government facilities. When ordered by the Government, Contractor shall provide all labor, equipment, tools, materials, supervision, and transportation to perform required inspections, preventive maintenance, and repairs costing $1,000 or less for materials, supplies, and parts. Work will consist of annual inspections and five-year stop checks for centrifugal, screw and reciprocating type refrigeration units, as well as eddy current tests on condenser and evaporator tubes. Solicitation issue date is on or about July 25, 2001. Proposals will be due on or about August 24, 2001. A pre-proposal conference will be held at a location, time and date to be designated in the solicitation. The Government may award without holding discussions, although discussions will be held if the Contracting Officer determines that doing so is in the best interest of the Government. The Government may limit the competitive range to the greatest number of offers that will permit efficient competition among the most highly rated proposals. Offerors will not be reimbursed for submittal expenses. The best value approach to source selection will be used for this procurement. The objective is to select the proposal that offers the best value for the price proposed, not necessarily the lowest price. GSA will contact references identified by the offeror and may obtain information from other sources. Although GSA may consider information from other sources, it is the offeror?s responsibility to submit a complete and accurate technical proposal. It is the responsibility of the offeror to assure that reference names and telephone numbers are accurate and to advise the references that they may be contacted by the Government. If a technical proposal is incomplete or if the Government is unable to contact a reference after three attempts, the Government may, at its option, reject the offer without permitting offeror to improve its technical proposal. A more favorable price will be the deciding factor in the event that proposals are essentially equal in technical merit. The Government may, at its option, award the contract to other than the highest technical proposal if it determines that the higher technical score does not warrant the corresponding increase in price. The following evaluation factors are substantially equal and, when combined, are significantly more important than price. Offeror shall submit required information to support its technical proposal in the following areas: (1) Quality Control Plan, (2) Experience and Past Performance of Employees and Subcontractors Proposed to Perform the Work; (3) Past Performance of Offeror in Providing Similar Services. The Government intends to disclose proposals received in response to the solicitation to non-government evaluators. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, HUBZone small, veteran-owned small, small disadvantaged, and women-owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small Business Subcontracting Plan, to reflect this commitment. Consequently, an offeror, other than a small business concern, before being awarded a contract exceeding $500,000, must demonstrate that its subcontracting plan represents a creative and innovative program for involving small, HUBZone small, veteran-owned small, small disadvantaged, and women-owned small business concerns as subcontractors in the performance of this contract. GSA's goals are 23% for small business; 10% for small disadvantaged business; 3% for veteran-owned small business; 2% for HUBZone small business; and 5% for women-owned small business.
