DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as a Request for Quotation (RFQ) No. SB1341-01-Q-0902. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. All responsible sources may submit a quotation in accordance with this notice, which shall be considered by the National Institute of Standards and Technology (NIST). NIST intends to acquire a double wide manufactured home delivered and installed, FOB Destination, on NIST grounds in Gaithersburg, Maryland, per the following specifications: Constructed and installed in accordance with HUD MHCSS (1994); Floor area of roughly 1,500 square feet (approximately 56' x27'); Panelized interior walls; Permanent perimeter block wall foundation, parged on the exterior (vendor must contact NIST COTR to inspect site); Access door to crawl space from exterior of building; Concrete steps with handrails to front and back doors; "Grey" colored siding and "green" shutters; Vinyl windows with controllable "fresh air" inlets; Utilities: gas cooking stove and oven, gas-fired forced air heating system, and gas-fired direct vented fireplace; electric water heating; central air conditioning; Kitchen exhaust fan (installed capacity approximately 90 cfm); Exhaust fan in each of 3 bathrooms (installed capacity approximately 50 cfm); Whole house exhaust fan in hallway or main living area (installed capacity approximately 50 cfm), 1 sone or less (Panasonic Whisperlite FV-08VQ2 or equivalent); Outdoor air intake damper on forced-air return that opens when forced-air fan operates and with damper that closes when fan is off (installed capacity approximately 50 cfm); Ceiling fan in living area. FOB Destination, Gaithersburg, MD. Delivery shall be within 45 days after award. The exact date of shipment shall be mutually agreed upon by the Contractor and NIST. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. OFFERORS SHALL SUBMIT TWO COPIES OF TECHNICAL LITERATURE INCLUDING THE SPECIFICATIONS OF OFFERED HOME AND PAST PERFORMANCE. IN ADDITION, OFFERORS SHALL FILL-IN THE APPLICABLE INFORMATION, SIGN AND SUBMIT ONE COPY OF THE REPRESENTATIONS AND CERTIFICATIONS AT FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS. The Clause FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and includes the following FAR clauses: FAR 52.214-34 Submission of Offers in the English Language; FAR 52.214-35 Submission of Offers in U.S. Currency; FAR 52.222-21, Prohibition of Segregated Facilities, FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.225-3 Buy American Act -- North American Free Trade Agreements Act; FAR 52.225-19, European Union Sanction for Services; FAR 52.225-21 FAR 52.222-41, Service Contract Act of 1965; FAR 52-222-42, Statement of Equipment Rates for Federal Hires. The employee class and monetary wage-fringe benefits estmated are: Truck Driver, Heavy Truck (Occupational Code 31363) $17.52 per hour and Truck Driver, Tractor-Trailer (Occupational Code 36364) $17.52 per hour. The current Dept. of Labor Wage Determination (WD) applicble to this requirement is WD No. 1994-2103, Revision 23 dated 5/22/2001 for the District of Columbia, Maryland, and Virginia; FAR 52.237-2, Protection of Government Building, Equipment, and Vegetation; and FAR 52.243-1 Changes -- Pixed Price Alt. II. The offeror responding to this RFQ must submit one price for the requested items, technical literature demonstrating the items offered meet NIST's requirement, and a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (available at http://www.nist.gov/admin/od/contract/repcert.htm), with their RFQ. All FAR references are available at http://www.arnet.gov/far/. Vendors are to submit all offers to the National Institute of Standards and Technology, Acquisition and Assistance Division, Building 301, Room B129, 100 Bureau Drive, Stop 3571, Gaithersburg, MD 20899-3571, Attention Diane Loeb, Solicitation SB1341-01-Q-0902 by 3:00pm, July 19, 2001.
