Description
The National Institute of Standards and Technology (NIST), intends to enter into a sole source purchase order using FAR Part 13, Simplified Acquisition Procedures with Elliott Fein of Rockville, MD. Elliott Fein has unique knowledge of the SURF computer control system because of past involvement working on the systems as a guest researcher and as a contractor. The Government anticipates the award of a labor-hour purchase order. The estimated award date of this purchase order is July 21, 2001. The required period of performance is from the effective date of purchase order award (FOB Destination ? Gaithersburg, MD) through 1 year. The requirement is for rewriting the Synchrotron Ultraviolet Radiation Facility (SURF) control program using only the LabVIEW Graphical Language (G), thus eliminating the need for the VME crate computer and any SURF III PC programs written in C++. In order to replace the VME, the new PC control program will use analog input, analog output, digital input, digital output, and serial communications to interface with the SURF III sensors and controls. The contractor will be required to incorporate additional sensor and control functions as required. Elliot Fein is the only known source that can provide this service. This notice of intent is not a request for competitive quotations. All information received by the Government by July 21, 2001, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date of the contract is on or around July 21, 2001.
