Description
This is not an announcement for a solicitation. No solicitation will be issued as a result of this synopsis. EPA plans to issue a contract on a noncompetitive basis to Duke University for field testing of a prototype "relaxed eddy accumulation instrument" (REA) capable of measuring a range of biogenic non-methane volatile organic compounds (BNMVOCs. The instrument was developed under a previous cooperative agreement between Duke University and EPA. The instrument has been tested in laboratory and limited field environments. Under this contract, the contractor will conduct additional field tests under a wide range of real world conditions. Objectives of the study are: 1.Evaluate BNMVOCs fluxes; 2. Assess diurnal and seasonal variation of fluxes from coniferous forests; 3. Assess fluxes in relation to micrometeorological conditions; 4. Test and validate models; and 5. Quantify emissions of different chemical species to determine their role in particulate formation. This study will help to clarify the extent to which natural vegetation contributes to the organic chemicals found in the atmosphere and also to expand the general body of knowledge valuable to atmospheric scientists. Any organization that feels it can meets EPA's requirements must submit documentation to support the contention within 15 days after publication of this notice.
