Description

The US Environmental Protection Agency, National Vehicle and Fuels Emissions Laboratory (NVFEL) in Ann Arbor, Michigan has a requirement for a Portable On-Vehicle Test (SPOT) System Diesel Exhaust Particle Mass Measurement Module. This system component is needed to enable EPA to measure exhaust PM for heavy-duty diesel engines while they are operated in the field under real-world conditions. It should eliminate coarse particulate dislodged from exhaust manifold surfaces from the true exhaust sample. Offerors proposals shall address its items capabilities to meet the governments requirements and past performance. The Government's evaluation of proposals will be done on a best value basis considering the offeror's technical proposal and price. It is anticipated that any resultant solicitation will result in award of a firm fixed price contract. The solicitation will be processed under full and open competition procedures. The solicitation will be prepared in accordance with FAR Part 12, "Commercial Items." All responsible offerors may submit a proposal which will be considered by the Agency.
