Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is (Request for Quotation) RFQ 19-01-116. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement falls within the definition of North America Industry classification code 332312. The small business size standard is 500 employees. The Wasatch-Cache is soliciting for a bridge to replace the present superstructure at the entrance to Spring Hollow Campground located approx. 4 miles up Logan Canyon, just east of Logan, Utah next to US Highway 89. This solicitation is only for the manufacture and delivery to the site of the superstructure, as described below, including the accessories to attach it to the existing concrete abutment seat. The following requirements apply: 1) The bridge must be 50 feet long, 16 feet wide and support HS-20 loading; 2) Existing concrete abutments will be left in place and used to set the new superstructure on; 3) The present bridge has 30 inch deep girders and an 8-inch deep deck. The new structure would have to nearly match these dimensions to maintain approach road, elevations; 4)The structure needs to be aeasthically pleasing in the Forest environment. If steel is used it needs to be "weathering steel"; 5) Bridge rail is also included and must be strong enough to withstand low speed vehicular impact. Because of horizontal alignment and an existing STOP sign to US 89 speed is extremely slow and normal highway impact loading is not required, nor is approach rail. Rail would also have to be weathering steel, or treated Western Douglas Fir, with no heart wood; 6) Delivery to the site needs to be on or about October 9,2001. Offerors are to included a completed copy of the provisions at FAR 52.212-3 Offeror Representation and Certifications -- Commercial Items with offer. FAR Clause 52.212-4, Contract Terms and conditions -- Commercial Items applies to this procurement. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items applies to this procurement. This 100% total set-aside for small business.
