Description
This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F36629-01-T-0001 is being issued as a Request for Quotation. This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 97-27. This requirement is being synopsized as a 100% small business set-aside under the North American Industry Classification System code 339113, size standard is 500 employees. The closing date for the request for quotation is 27 July 01 at 4:00 P.M. local time. This is 100% set-aside for small business. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.ccr.2000.com. Brand name or equal, to purchase and install Latchway Mansafe System as follows: Line item 0001 -- Hangar Fall Protection System for Bldg 417, One Latchway ManSafe System approximately 200 feet long for wing. Six man system includes six sets of HiLatches, with 50' drop line, rope grab and harness. One Beam and Trolley system approximately 65 feet long for fuselage. Six man system includes six trolleys with 50' retractable lifelines, D-Ring extender and harness. Two Beam and Trolley systems with two 90 degree corners, approximately 50 feet long each for tail section in High Bay. Each is a two man system includes trolleys, 50' retractable lifelines and harness. Line item 0002 -- Hangar Fall Protection System for Bldg 129, One Latchway ManSafe System approximately 250 feet long for wing area. Six man system includes HiLatch with 50' drop line, rope grab and harness. (Six sets) One Beam and Trolley system approximately 80 feet long for fuselage. System broken into four areas for use by four workers includes trolleys, 50' retractable lifelines, D-Ring extender and harnesses. (Four sets) Line item 0003 -- Hangar Fall Protection System for Bldg 416, One Latchway ManSafe System approximately 200 feet long for wing area. Four man system includes HiLatch, 50' drop line, rope grab and harness. (Four sets) One Beam and Trolley system 60' long for fuselage. Includes trolley, 50' retractable lifelines, D-Rings extender and harness. (Two sets). Period of performance will be 90 calendar days after receipt of award. Provision 52.212-1, Instructions to Offerors- Commercial Items and Provision 52.212-2 Evaluation- Commercial Items applies. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Those factors will be evaluated in the following order of importance: (i) Technical quality of quoted item, (ii) past performance, (iii) price of quoted item. All factors are of equal importance to one another. Best Value will be based on an integrated assessment of all above factors. Note: The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. Offerors are required to request a copy of the 52.212-3, Offerors Representations and Certifications- Commercial Items, from the Contracting Office and submit a completed copy with its offer. Clause 52.212-4 Contract Terms and Conditions- Commercial Items and any addenda the clause applies to this acquisition. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to the award document. Offerors must contact P.
