Description
CBD ANNOUNCEMENT POSTED ON JUNE 4, 2001, SUBMISSION NO. 50N5W1 IS DISREGARDED AND REPLACED WITH THE FOLLOWING; Acquisition Services -- Identifying, evaluating and acquiring properties and services in support of the purchase, exchange or other acquisition of real property overseas. Market Research Services -- Conducting market research in support of acquisition activities and other global regional or country-wide portfolio management strategies and activities. Tenant Representations Services -- Identifying, evaluating and leasing real property overseas. It is the government's intent to award multiple Basic Ordering Agreements (BOA) for the above-described services. The BOA firms will be selected as a result of the government's review and evaluation of the responses to this announcement. The BOA is a contracting vehicle whereby those firms awarded BOA's will be subsequently invited to respond to project-specific requests for proposals on an as-needed basis. The successful BOA contractor(s) may then be tasked by the government with one or more project-specific assignments. Interested firms should submit proposals for evaluation that include as a minimum the following information to be considered for selection as one of the BOA contractors. Offerors should demonstrate that they have the ability to provide, and that they have experience successfully delivering, the acquisition, market research and tenant representative services listed above on a global (outside the U.S.) basis. Offerors should demonstrate their experience in providing these services in developed as well as in developing countries; their experience successfully providing these services on short notice, in remote locations, in unsophisticated as well as in sophisticated markets; Offerors should demonstrate their experience in solving complex facility location/relocation requirements on a global basis; Offerors should demonstrate their experience in implementing multiple global assignments for these types of services simultaneously for major multi-national clients; Offerors should demonstrate their experience in global site/facility location assignments; Offerors should demonstrate their experience in packaging real estate support services (through in-house resources or subcontractors or affiliates) such as appraisals, environmental studies, title research, facility condition inspections, boundary surveys and geotech investigations, in delivering comprehensive real estate/facility services to major multi-national clients; Offerors should describe their global office coverage listing resources available in each location outside the U.S.; Offerors should describe their approach for managing the BOA relationship and for implementing assignments such as those contemplated under this announcement. The Department of State WILL NOT ISSUE a Solicitation, Request For Proposal or Invitation For Bid. Offerors must submit proposals to the attention of Elaine Crump.
