Description

The U.S. Department of Commerce/NOAA/NOS/Office of Ocean and Coastal Resource Management (OCRM) has a need for a contractor to assess the collectibility and valuation of Coastal Zone Management (CZM) Fund loans in order to improve NOAA's internal control in the monitoring of the CZM Fund loans and their repayment. Interested contractors must meet the following Selection Criteria: 1) Contractor must provide a work plan for performing the requested work; 2) Contractor must be a Certified Public Accountant with experience in auditing loans and state, local, and federal government liabilities; 3) Contractor's staff, that may perform under this procurement, shall be Certified Public Accountants with experience in loans to local and federal governments and in the financial practices of local and federal governments. The contractor will be responsible for the following: 1) Review of all the Coastal Energy Impact Program (CEIP) loan files; 2) Determine if the information in the reviewed CEIP files is adequate for analysis; 3) Analyze the information to assure that such information properly evidences each loan transaction, describe the present circumstances of each loan, identify any condition or event that effects the loan's risk and collectibility, value each of the CEIP loans in the portfolio based upon fair market considerations, and document such analysis for each loan; 4) Based upon the analysis, provide evaluation for each of the CEIP loan and recipient; 5) Prepare a file for each CEIP loan; 6) Provide a status report bi-monthly on progress of tasks completion. Period of Performance will be from Date of Award through October 31, 2001 with the government reserving the right to exercise options against this requirement. Qualified contractors are invited to submit a written request for the solicitation package to the address above, to be received no later than fifteen (15) days from date of this notice.
