Description

It is the intent of the National Library of Medicine, to negotiate on a sole source basis with Texas Tech University, Lubbock, Texas for research and development toward the design and implementation of a customized version of the Active Shape Modeling (ASM) strategy to accurately segment the vertebrae in digitized x-ray images of the cervical and lumbar spine and to investigate alternative strategies such as stochastic dynamic programming. Texas Tech University is uniquely qualified for this work because of the expertise and 17 years experience of the two investigators (Dr. Sari-Sarraf and Dr. Mitra) in the specific area of Active Shape Modeling for segmentation and analysis of digitized spine x-rays, combined with their extensive educational background and experience in advance image processing and the support of the facilities and staff of the Texas Tech Computer Vision and Image Analysis Laboratory. This is not a Request for Quotations(RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as specified as listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
