Description
Background "This is a notice of contract action for a proposed contract for the development of inspection processes, techniques, and equipment required to perform non-destructive inspections unique to the F117 engine. The Propulsion Development Systems Office, Aeronautical Systems Center (ASC/LP), Wright-Patterson AFB, Ohio, intends to award a sole-source contract to United Technologies Corporation, Pratt & Whitney Military Engines for the development of the inspection processes, techniques, and equipment required to perform non- destructive inspections unique to the F117 engine. The Contractor will be required to develop the equipment necessary to perform the inspections using procedures developed under this contract. The equipment must be capable of detecting both surface and buried flaws using eddy current and ultrasonic techniques as appropriate. Inspection processes/procedures developed must yield inspections with an accuracy of 90% probability of detection with a confidence level of 50% for automated and semi-automated processes and a 90/95% POD/CL for the manual systems. The inspection processes and equipment will be fully validated and verified and ready for immediate implementation with no additional development effort required after completion of the contract. A cost-sharing contract is contemplated for this effort. The period of performance is estimated to be 24 months. Note 22 applies to this acquisition. An Ombudsman has been established for this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors during the proposal development phase of the acquisition.
