17. A-Broad Agency Announcement: ?National Technology Laboratory Project?Adult Education Improvement?. The U.S. Department of Education (ED) is interested in receiving concept papers for projects that will foster the use of technology (including distance learning, Worldwide Wed, CD, other technologies) for adult education instructional programs. Concept papers for projects submitted under this Announcement shall focus on the strategies, procedures, materials, professional development and technical assistance activities required to initiate, support, and sustain the improvement and use of technology-based instruction. ED cautions that this solicitation is not intended to support improvement efforts in individual education programs, but rather to support efforts resulting in instructional improvement in programs and systems throughout the nation. ED expects to make only one award through this competition for a base year of twelve (12) months, with up to two (2) optional years of twelve (12) months each. The not-to-exceed amount for the base year is $800,000, with equal funding available for each of the optional years. Option years and funding levels are at ED?s discretion, and subject to the availability of funds. Offerors may propose a time line (not to exceed) twelve (12) months. Anticipated opening date: July 6, 2001, and the anticipated closing date: August 1, 2001. Telephone requests shall be made to (202) 708-6498 or E-mail: yolanda.abney@ed.gov. SUBMISSION RQUIREMENTS: DEADLINE TO SUBMIT ABSTRACTS (25 DAYS AFTER ISSUE DATE). To be considered, abstracts shall be received by 2:00 P.M.. EST, August 1, 2001, at the above address. All abstracts must include the identifier RFP: ED-01-R-0023 and title on all packages. Upon official release, this BROAD AGENCY ANNOUNCEMENT (BAA) will be available on the ED/OCFO Web Site under the Contract Information Page, Web site address: http://www.ed.gov/offices/OCFO/contracts/currrfp.html. There will be no formal RFP or other solicitation regarding, Phase One of this requirement. ED will award a fixed-price contract using a ?two-phase submission process? for this competition. Phase One: ED is requesting abstracts of proposals which should include a summary of project costs, benchmark products, including a final report that may be published. The abstract shall not exceed 15 pages, and the cover letter, budget sheets, and all other attachments are subject to the page limit. The reviewers will not read past the 15th page. ED will review abstracts and establish a competitive range. Phase Two: ED will request full proposals from offerors who make the competitive range. Such proposals shall, among other details, outline performance indicators for their projects. In the invitation, ED will specify proposal format and content required by regulation, standards for an offeror-developed Statement of Work, a technical proposal, a schedule of deliverables, a cost proposal that provides sufficient detail to allow assessment of cost, evidence of the offeror?s capacity to perform the work proposed, details on past performance, and contractor performance information from relevant organizations. A request for proposals does not assure subsequent award. ED reserves the right not to fund a project. Abstracts will be reviewed by government peers.
