Description
The U.S Customs Service intends to negotiate on a sole-source basis with Motorola Incorporated, Integrated Information Systems Group, of Scottsdale, Arizona to procure new and upgrade existing LST-5D Satellite Communication (SATCOM) equipment to support the P-3 AEW aircraft retrofit/upgrade program. Units requiring upgrade will be supplied as Government Furnished Equipment (GFE) to Motorola for modification to the current configuration to enhance performance and ensure compatibility. The aircraft modification contractor will install the upgraded and new equipment to achieve a common avionics configuration baseline as previously established by the most recent USCS configuration (P-3 AEW #7). Motorola is the sole manufacturer of this equipment. Identical equipment has been successfully integrated, installed and proven in other USCS AEW aircraft, therefore all design, integration, and safety of flight-testing is complete. The SATCOM equipment provided by Motorola meets all Customs requirements, both in performance and reliability. With any other manufactured SATCOM system USCS would lose commonality with the current aircraft configuration, unnecessarily complicating logistics support and increasing support costs. Motorola is the only manufacturer that has the proprietary information, capabilities, and knowledge to manufacture and upgrade this specific equipment. This contract will require the contractor to provide technical data, manuals and additional systems spares. This contract action is subject to the availability of funds. =20 See Numbered Note 22.
