Description

This project is for the replacement of the existing roof covering on the DeMartin Youth Hostel located north of Klamath, Ca., near Wilson Creek and Highway 101. The contractor will provide all labor, supervision, equipment, and material for the project, which consists of the removal and disposal of current roofing materials and replacement with materials of a similar kind, i.e. " thick taper sawn shakes. The roof is approximately 3800 square feet in area. The project will also include replacement of the existing plastic gutter system with white aluminum seamless continuous gutters and downspouts and reinforcement of the roof diaphragm with adequate sheathing. Contract duration is 30 calendar days. The price range is $25,000 to $100,000. This procurement will result in a firm fixed-price contract. The North American Industry Classification Code is 23561 and the annual size standard for small business is less than $11,500,000. This procurement will be awarded to the responsible offeror whose quotation represents the "best value" to the government. The best value determination will be made on the basis of (1) quality and (2) price. The Government will assess the quality of each offeror on the basis of (1) past performance; (2) experience; (3) qualifications and experience of key personnel; and (4) demonstrated experience using environmentally sustainable materials and methods during construction. For the purpose of selection importance, the Government considers an offeror's quality to be approximately equal to its price. In order to demonstrate quality of past performance and experience, the offeror must provide a history of contracts, complete with supporting documentation describing the difficulty of each contract and details leading to successful project completion, including (1) roofing of buildings of similar type and size with features similar to the specified work of this project; (2)completion of similar projects on time and within budget; (3) demonstrated experience using environmentally sustainable materials during construction. In order to demonstrate its quality of key personnel the offeror must provide a history of contracts with supporting documentation of past successful projects for the Contractor or subcontractor(s) who will be in direct supervision of the project. Such persons(s) shall have been in a position of responsibility for successful completion of at least five projects while in the employment of the Contractor or its subcontractor(s). Requests for the solicitation package shall be in writing stating "REQUEST FOR PROPOSAL NUMBER Q8480-01-0016" with Contractor's complete name, address, and area code and telephone number and facsimile number. A limited number of solicitation packages will be available on or about July 9, 2001 at no charge and issued on a first-come, first-served basis until the supply is exhausted.
