Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation MUST REGISTER ON OUR WEBSITE at https://ebs.sas.usace.army.mil/ Contractors may view or download this solicitation and amendments from the internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Do not send requests for solicitations to this office. Paper copies of this solicitation will not be available. Requests for this solicitation must be made within 10 days after posting. DESCRIPTION OF WORK: Construction of a three story dormitory facility, using Pre-Cast Aerated Autoclaved Concrete (PAAC) panels, to accommodate 144 rooms in accordance with the 1 + 1 configuration for unaccompanied Air Force enlisted personnel. A single consolidated support building is also included. The facilities will be approximately 4,800 square meters. Network Analysis System will be required. Estimated cost range of project is from $5,000,000 to $10,000,000. FOR THIS SOLICITATION, COMPETITION WILL BE LIMITED TO 8(A) CERTIFIED FIRMS WITH AN OFFICE LOCATED WITHIN REGION IV (GA, AL, NC, TN, MS, FL, KY, SC) WHICH HAVE 233320 AMONG THEIR APPROVED NAICS CODES. The solicitation will be available on or about 25 Jun 01. A pre-proposal conference and site visit has been tentatively scheduled for 5 Jul 01, 1100 hours, at Moody Air Force Base, GA. Further information will be stated in the solicitation. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussion of such offers. The technical proposal is equal to the price proposal and will be evaluated as set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Experience is more important but comparatively equal to Construction Time. Past Performance and Management Effectiveness are comparatively equal but less important than Experience and Construction Time. The evaluation factors and significant sub-factors are as follows: Factor 1- Experience Sub-Factor A Offeror's Experience Sub-Factor B PAAC Manufacturer's Experience. Factor 2 Construction Time. Factor 3 -- Past Performance. Factor 4 -- Management Effectiveness Sub-Factor A Offeror Personnel Qualifications Sub-Factor B PAAC Manufacturer's Personnel Qualifications.
