Description
17. This is a combined synopsis/solicitation for commercial = items prepared in accordance with the format in Subpart 12.6, as = supplemented with additional information included in this notice. This = announcement constitutes the only solicitation; quotations are being = requested and a written solicitation will not be issued. The = solicitation number is DTCG80-01-Q-3FAJ89. This synopsis/solicitation = constitutes a request for quotation (RFQ) and incorporates provisions = and clauses in effect through Federal Acquisition Circular 97-26. The = NAICS code is 721110 with a small business size standard of = $5,000,000.00. In accordance with 19.5 this action is reserved = exclusively for small business concerns. The acquisition is: ITEM = 0001:=20 Dining and Lodging. Provide quality temporary lodging and healthy, = appetizing, and nutritious dining, including wait staff gratuities, for = 14 Coast Guard personnel within a 7-mile radius of Wepher Marine, 2661 = Channel Avenue, Memphis, TN 38113 from beginning with lunch on 16 July = 2001 and ending with breakfast on 02 September 2001 (49 days). Provide = 3 single occupancy and 6 double occupancy rooms without interruption = during this period. Statement of Work is as follows: 1.0 Commercial = Standard: All Dining and lodging facilities must meet at a minimum, = the requirements for a Mobil Travel Guide Rating of two stars or AAA = Diamond Rating of two diamonds and include free parking for 2 = Government vehicles. Lodging will include daily cleaning, change of = linen, and replenishment of toiletries. 1.1 Breakfast: Breakfast = choices shall include fresh fruit juice, cereals, eggs to order, = pancakes, French toast or waffles; bacon and another breakfast meat; = potatoes or grits; toast or pastry; milk and coffee or tea; butter, = margarine, syrup and jelly or jam. 1.2 Lunch & Dinner: Lunch and = Dinner shall include a choice of three different Entr?es including = salad, and side dishes, accompanied by the appropriate sauces, gravies, = or salad dressings and a beverage. Each meal shall be served with a = choice of bread and butter or margarine; soup, fruits, and dessert. = Entr?e choices shall vary in a manner not to repeat within a 3-day = period. The following provisions and clauses apply to this = solicitation and are incorporated be reference. FAR 52.212-1, = Instructions to Offerors ? Commercial Items (Oct 2000), FAR provision = 52.212-2, Evaluation ? Commercial Items (Jan 1999) applies. The = evaluation factors to be inserted in paragraph (a) are: past = performance and price. Past performance is deemed more important than = price. The offeror shall provide, at a minimum, two (2) past = performance references which the Government may utilize to evaluate the = past performance factor. Offerors must include a completed copy of = the provision at FAR 52.212-3, Offeror Representations and = Certifications ? Commercial Items (Jan 2001), with its offer. The = clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial = Items (May 1999) applies to this acquisition. Add addenda to the = clause as follows: FAR 52.222-3 Convict Labor (AUG 1996), FAR = 52.222-26 Equal Opportunity (FEB 1999), FAR 52.222-35 Affirmative = Actions for Handicapped Workers (APR 1998), FAR 52.222-37 Employment = Reports on Special Disabled Veterans and Veterans of the Vietnam Era = (Jan 1999), FAR 52.233-03 Protest After Award (AUG 1999). The clause = at FAR 52.212-5, Contract Terms and Conditions Required to Implement = Statutes or Executive Orders ? Commercial Items (Aug 2000) applies to = this acquisition. Check the clauses in paragraph (b) as follows: (5), = (7), (11), (12), (13), (14), (15), (21) and (25). Check the clauses in = paragraph (c) as follows: (1) and (2). For paragraph 2, the equivalent = classes of service employees and rates for federal hires are as = follows: Front Desk Clerk: $10.16; Dish Washer, Cook, Janitor, Maid: = $9.38; and Food Server: $8.27. IN ACCORDANCE WITH THE SERVICE CONTRACT = ACT, WAGE DETERMINATION #94-2119 DTD 5/31/2001 (LAST REVISION), APPLIES = TO THIS ACQUISITION. No other additional contractual terms and = conditions are applicable. No Defense Priorities and Allocations System = (DPAS) rating are assigned. Quotes are due on or before 13 June 2001 = by 4:00 p.m. EST.
