Submissions shall be in accordance with the attached information at the place and time specified. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this professional services contract position, is to serve as a Reporting Officer/Projects Coordinator in the Narcotics Affairs Section of the American Embassy in Bogota, Colombia. II. Scope of Work: The Contractor shall: A. Provide advice and assistance in implementing international narcotics control projects administered or coordinator by the NAS, as directed by the NAS Director; B. Provide advice and assistance in preparation of documentation for procurement of training and non-technical commodities and in the monitoring of procurement actions, including drafting source origin waivers, bid solicitations, scopes of work, and delivery acceptance of items procured; C. Provide advice and assistance in preparation of monthly narcotics control reports; D. Attend embassy general and law enforcement meetings and national and international conferences and seminars as directed by the NAS Director, briefing the Director and reporting on major issues covered; E. Provide advice and assistance in preparation of annual international narcotics control strategy report (INCSR); F. Provide advice and assistance in coordination and implementation of USG assistance to and facilitation of drug demand reduction and public awareness activities in Mexico; G. Provide advice and assistance in end-use monitoring (EUM) of USG-supplied commodities and in preparation of the annual EUM reports (Phase I and II); H. Provide advice and assistance in formulation of NAS contribution to mission program plan; I. Provide advice and assistance in escorting and arranging appropriate itineraries for official travelers; and J. Brief State Department, congressional and other visiting officials on the status of USG-GOC narcotics control projects; assists in developing appropriate itineraries and in escorting official travelers, as directed. III. Desired Qualifications: A. U.S. Citizen, subject to State Department security clearance. B. Bachelor's degree from an accredited educational institution; preference will be given to candidates who also have a Master's degree in International Affairs, International Development, Public Administration; or related fields; C. Ten years relevant overseas work experience, especially in the area of project implementation, coordination, evaluation, technical advice, and liaison activities; D. Fluency in written and spoken Spanish; and E. Physically qualified to live in Colombia and to travel frequently. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. Ability to perform duties with minimum supervision, and to take initiative and handle liaison requirements; good judgment and effective personal and communication skills are mandatory in dealing with the CNP. Factor 2. Ability to organize priorities and to formulate and implement a course of action leading to a satisfactory conclusion of objective is indispensable. Factor 3. Excellent writing skills and experience in drafting official USG reports. Factor 4. Facility with statistics. Computer literacy and facility with MS Excel, Access, (latest version) and other relevant programs. Typing skills are required. V.
