Description
The Agency of Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the Program Support Center, plans to award a 6 month sole source simplified acquisition to the National Alliance for the Mentally Ill. The anticipated date of award is June 22, 2001. Purpose: The purpose of the contract is to develop a report on consumer participation at the NAMI Annual Conference, Leadership Training and the NAMI Consumer Council Retreat focused on improving State mental health service delivery systems and building equal partnerships between consumers and providers. To facilitate this goal, the contractor shall perform the following functions: 1) Establish an application process for selecting 50 or more scholarship recipients. 2) Select recipients 3) Arrange travel, lodging, per-diem, and registrations for scholarship recipients 4) Develop an outline of the report 5) Develop contents of report based on consumer scholarship recipients' experiences including elements of how consumer participation benefits mental health care delivery and specific strategies for increasing and improving partnerships between consumers and providers. 6) Oversee the preparation and delivery of report to CMHS The Contractor shall furnish the necessary personnel, facilities, equipment, materials and supplies (except as otherwise specified herein) to perform work set forth below. All work under this Contract shall be monitored by the Government Project Officer (GPO) The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
