Description
Veterans Affairs Medical Center, Danville, Illinois is seeking an architect/engineering firm to prepare 100% complete construction drawings and specifications for project #550-02-101, "Upgrade Chiller/HVAC System in Buildings 98, 101, 102 and 103". Project design will include the following work for each building Building 98: Replacement of two existing 180 ton chillers, air cooled condensing units, modification of existing/installation of new chilled water piping, valves, fittings, insulation, chilled water pumps and new DDC control (upgrade existing and connection to other Buildings Invensys Building Systems/Siebe Environmental Controls/Barber-Coleman Network 8000) system. New chiller will be at least a three hundred sixty (360) ton air-cooled rotary liquid chiller that is a factory assembled, fully packaged unit with evaporator, helical rotary screw compressors and air cooled condensers. Install maintenance catwalks, stairs and railings. Building 101: Replace two existing 120 ton chillers, roof mounted air cooled condensing units, modification of existing/installation of new chilled water piping, valves, fittings, insulation, chilled water pumps and new DDC control (installation of new and connection to other Buildings Invensys Building Systems/Siebe Environmental Controls/Barber-Coleman Network 8000) systems. New chiller will be at least a 240 ton air-cooled rotary liquid chiller that is a factory assembled, fully packaged unit with evaporator, helical rotary screw compressors and air cooled condensers. Install maintenance catwalks, stairs and railings. Building 102: Replace existing two pipe fan coil unit heating, ventilating and air conditioning system currently serving Medical Wards 7 & 8. This space will be renovated into administrative office space. The new HVAC system will be a self contained, stand alone indoor air handling units, with return air fans, cooling coil at units, heating coils at VAV boxes for all individual rooms and will utilize existing chilled water system for cooling and existing hydronic system for heating. Building 103: Replace two existing roof mounted, 125 ton air cooled condensing units, provide new structural supports for roof top unit, install new refrigerant piping, valves, fittings and insulation from existing chillers to new condensing units, installation of catwalks, stairs, railings and install new DDC control (installation and connection to other Buildings Invensys Building Systems/Siebe Environmental Controls/Barber-Coleman Network 8000) system. The proposed contract is restricted, specifically set aside for an emerging small business. The small business size standard is $2 million average annual receipts for preceding three years. Competitive negotiations shall be used to award contract. The geographical limitation for consideration is within a 150-mile radius of the city limits of Danville, Illinois. Requests from offerors located outside the geographical area shall not be honored. The estimated cost range of the construction project that shall follow is between $250,000 and $500,000. All work under this contract shall be completed within 83 calendar days. The following evaluation factors shall be used in the source selection process to identify the most highly qualified sources: (a) specialized experience and technical competence in the type of work to be performed; (b) specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (c) professional capacity of the firm in the designated geographic areas to perform the work with the time limitations; (d) past record of performance on contracts with the Department of Veterans Affairs; (e) geographic location and facilities of the working office which would provide the professional services and familiarity with the area in which the project is located; (f) demonstrate success in cost effective design and in meeting design schedules and construction cost limitations; (g) demonstrate quality of design and technical services provided on other similar projects.
