Description
The National Institute of Standards and Technology (NIST), = Gaithersburg, Maryland, has a requirement for the complete Optical and = Mechanical Design of a 10 cm diameter collimator of infrared radiation = generated by a high temperature blackbody to be operated at cryogenic = temperatures of 15k to 20k in the Low Background Infrared (LBIR) = Calibration Facility. The design shall be performed in three phases. = Phase I, the Conceptual Design, should be based on an optics model = developed by computer simulations using software packages such as CODE = V that would satisfy NIST requirements. Deliverables shall be the = collimator optics model schematics and schematic drawings of the = blackbody assembly. These schematic design drawings are expected to be = at least block drawings with dimensions of movable and non-movable = parts that show the instrument to fit the space available in and around = the LBIR broad band chamber. Phase II is the Preliminary design. The = optical and mechanical design drawings are to be given as AUTO CAD = files that satisfy the specifications. The drawings are expected to be = detailed enough to show each part as a line drawing and the assembly = drawing drawn to scale. Such drawings are expected from any = subcontractors selected as the manufacturer of parts. The Contractor = shall also provide the following: 1) the results of thermal expansion analysis of all moving or = non-moving parts; 2) the results of tolerance analysis; = electromechanical design of all motors operated at 20K and their = external controls described using algorithms through block flowcharts = to be implemented using PC/LABVIEW software; and 4) design of = temperature sensors of all motor driven parts. Also design computer = based readout and display of all temperature sensors. Phase III is the = Critical Design. Deliverables shall include machine drawings of all = parts and the assembly drawings ready for fabrication. Any = subcontractor drawings are to be also machine drawings with tolerances = specified. The Contractor shall also supply the LABVIEW software to = run the instrumentation and all temperature sensors. F.O.B. = Destination, Gaithersburg, Maryland. The period of performance shall = be 16 months from date of award. There is also an option for = fabrication, testing and delivery at NIST. All responsible sources may = submit a proposal which shall be considered by the agency. The = competitive solicitation, solicitation amendments, and all questions = and answers related to this procurement will be made available via the = Internet at http://www.fedbizops.gov/. The solicitation, = SB134101R0037, is anticipated for release to the vendor community on or = about June 25, 2001 and will only be available via the Internet at the = above web site.
