Description

The Marine Corps Systems Command intends to negotiate and award on a sole-source basis a contract with Rafael USA, Inc. 4455 Connecticut Ave NW Washington, D.C. 20008, for Enhanced Appliqu Armor Kits (EAAK). The kits to be procured include the Overhead Protection Kit (OPK) and the Armor Piercing Projectile Kit (APK). Rafael is the sole producer of the EAAK, is the only company that has the necessary drawings, and owns the rights to the composition and assembly process for the armor. No other source is considered capable of performing the required effort within the time available. The proposed contract action will include a base year and three option years for a total quantity of 230 kits. No solicitation document exists for this effort. See Numbered Note 22.
