Description
NASA/GSFC plans to issue a Request for Offer (RFO) for the design, fabrication, assembly, development, and test of a Ka-band transmitter engineering brassboard. The Contractor shall provide system engineering, designs, analysis, and interface definition for the transmitter. This includes the verification of all requirements and performance parameters of the specification. The brassboard work shall be done with flight unit layout and flight-qualifiable parts. The transmitter shall include a RF modulator and an exciter. The input baseband data rate of the modulator shall range from 600 Mbps to 1 Gbps. The output shall be a modulated signal at Ka-band. The acquisition will be conducted using NASA MidRange procedures found in NASA FAR Supplement Part 1871. The Government does not intend to acquire a commercial item using FAR Part 12 (see Note 26). The Government intends to award a cost-plus-fixed-fee type contract using full and open competition procedures. The NAICS Code and Size Standard are 334412 and 500, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-23. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about June 25, 2001 with an anticipated offer due date of approximately 30 days after the RFO is released. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
