Description
NASA/JSC plans to issue a Request for Offer (RFO)for the Extended Life Micro-Wireless Instrumentation System (ELM-WIS). This procurement calls for a hybrid between the Shuttle-Based Wireless Instrumentation System (SWIS) and the ELM-WIS. This will require: 1) hardware development, 2) hardware products (modified SWIS RSUs and ELM-WIS transmitters), and 3) product support (the contractor will support requirements development, certification and acceptance testing, pre-mission, and mission support). NASA/JSC intends to purchase the items from Invocon, Inc. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). As contemplated by the provisions of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This effort is for the continued development of the system described. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 21, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
