Description
The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with C&M Technology Inc., Old Saybrook, CT, for design of a 64 channel source/receiver array, delivery of the source/receiver with 32 channels implemented, plus 32 projector assemblies and associated equipment, to enhance an existing unique, evolved array. The procurement may also include an option(s) for implementation of the remaining 32 channels in the source/receiver, plus associated projectors and equipment. C & M Technology Inc., the designer and manufacturer of the existing 64 channel Data Acquisition Unit (DAU) and associated systems, is the only known source capable of satisfying this requirement. This is because the enhancement components must integrate seamlessly with existing array, telemetry, buoy and data acquisition systems, particularly with the existing 64 channel DAU, thereby providing reliable, accountable performance during scarce and expensive research opportunities. The enhanced system will transmit and receive acoustic signals from an array of source/receiver elements, with the source and receive elements co-located in each projector. When coupled to the existing data processing capability, this will permit time reversal mirror functionality. The new system will be capable of transmitting and receiving acoustic signals in a controlled manner (whereby the signals broadcast on each array element are independently programmable) over a wide band of frequencies, from 500 Hz to 10 kHz. The new components include 32 transducer elements, a 32 channel digital to analog converter with wave shaping filters to compensate for transducer response, a 32 channel power amplifier/switching system, LabVIEW software, an array cable, and a junction box. The proposed procurement is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 -- only one responsible source. This is not a solicitation. No RFP will be issued on the basis of this Notice of Intent. However, interested persons may identify their interest and capability to respond to the requirement to the contract specialist. All expressions of interest and capability received within fifteen days after publication of this notice will be considered by the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS Code: 334511. Numbered Note 26 applies.
