Description

This combined synopsis/solicitation procurement is for commercial items prepared in accordance with FAR 13.105(b). This announcement constitutes the only solicitation. The Request for Quotation Number is N00178-01-Q-1034. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on a sole source basis to OPNET Technologies, Inc., 7255 Woodmont Avenue, Suite 250, Bethesda, MD 20814-7904. Sole source is based upon the Government's need to incorporate the OPNET communications protocol into the Joint Warfighting Counterfire System launcher including world map database, radio models and satellite tools for compatibility with existing models used in other Government weapon systems, as well as, its external interface with other simulation environments providing accurate extended networking solutions such as analytical queing theory based verification. Purchase Order Line Item Numbers and descriptions are as follows: 0001, one each, OPNET Modeler Code MD perpetual right to use license including distribution media; 0002, one year, OPNET Modeler Code MD-MY Maintenance and Technical Support Agreement; 0003, one each, printed OPNET Modeler Code MD-D Documentation; 0004, one each, Radio Module Code MD-RM for OPNET Modeler perpetual right to use license; 0005, one year, Code MD-RM-MY Radio Module for OPNET Modeler Maintenance and Technical Support Agreement; 0006, one each, Terrain Modeling Module Code TMM-including OPNET transceiver Pipeline stage & CDS Terrain Propagation Modeling Software which incorporates the Longley-Rice Model using Digital Terrain Data (DTED) format; 0007, one year, Code TMM-MY Terrain Modeling Module Maintenance and Technical Support Agreement; 0008 Code TRN-MI OPNET Modeler Introduction Training Class for 2 students, 3 days each person, at OPNET's Bethesda, MD location; 0009 Code TRN-MA-2D OPNET Advanced Modeler Training Class for 2 students, 2 days each person, at OPNETS's Bethesda, MD location. In addition to pricing of the above identified items, THE OFFEROR'S QUOTATION SHALL INCLUDE A COPY OF OPNET'S MASTER LICENSE, USAGE AND MAINTENANCE AGREEMENTS; COPY OF THE OFFEROR'S COMMERCIAL PRICE LIST AND CERTIFICATION THAT THE OFFERED PRICE IS THE SAME AS THOSE OFFERED TO THEIR MOST FAVORED CUSTOMERS UNDER SIMILAR TERMS AND CONDITIONS. Quotations shall also include the vendor's CAGE CODE NUMBER, DUNS NUMBER, TAXPAYER IDENTIFICATION NUMBER AND CERTIFICATION THAT THEIR COMPANY IS LISTED IN THE CENTRAL CONTRACTOR REGISTRATION WEBSITE. Shipping terms are FOB Destination to Receiving Officer, Naval Surface Warfare Center, 17320 Dahlgren Road, Dahlgren, VA 22448-5100, 30 days from receipt of the Government's Order. Quotations will be accepted via mail at Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Bldg. 183, Rm. 102, Attn: SD11C, Dahlgren, VA 22448-5100, facsimile -- (540) 653-7088 or email -- sd11@nswc.navy.mil no later than 2:30 p.m. eastern standard time (EST) on 08 June 2001. Quotation must clearly identify the quotation to be in response to RFQ Number N00178-01-Q-1034. Award will be made utilizing Simplified Acquisition Procedures. Estimated award date is 12 June 2001. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded all amendments. DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) database.
