Description

The Defense Supply Center Philadelphia (DSCP) Directorate of Medical Materiel has placed solicitation #SP0200-01-R-1600 (previously synopsized under SP0200-01-R-2503) on the Department of Defense Procurement Gateway web site for downloading by potential offerors. A copy can be obtained by clicking on the link (http://progate.daps.mil/home)cited below. Once you have reached the web site click on the acronym "RFPs" under the Search menu. When the next page appears, you can search by solicitation number and/or by indicating that you want to go to "DSCP -- Medical". If you search by the solicitation number, enter it in the "Search Value" box as follows: SP020001R1600. All "0" in the solicitation number are the number "zero". You may be required to enter a User ID and Password to download the solicitation. If you do not have one, you can apply for one by following the directions on the web site. Please note that the solicitation consists of 118 pages including cover sheet and may take a lengthy time to download depending on an offeror's ISP and/or Internet browser. The solicitation will only be available by downloading from the web site. No requests for hard copies will be honored. As stated in the initial synopsis, this Request For Proposals (RFP) is soliciting offers to select a Primary Supplier (PS) and a Secondary Supplier (SS) of pharmaceutical products for Government Medical Treatment Facilities in the Tricare Northeast Region, which encompasses the northeastern portion of the United States from Maine to northern Virginia. DSCP intends to award a "PS" contract for the Region. An "SS" contract will also be issued, if it is determined to be in the best interests of the Government facilities. DSCP intends to award a 2-year base ordering period contract with three 2-year option periods for both the "PS" and "SS". Potential offerors are required to submit both a business and technical proposal in response to this solicitation in order to be considered for an award. This acquisition will be awarded under FAR Part 12, "Acqusition of Commercial Items" using a Tradeoff Process under Source Selection Procedures. All technical evaluation factors plus a Past Perfromance factor, when combined, are significantly more important than price.
