Description
The Marine Corps Systems Command (MARCORSYSCOM) is announcing it's intent to issue a Request For Proposal (RFP) for the production of the Joint Enhanced Core Communication Systems (JECCS). This requirement will be a Total Small Business Set-Aside per FAR 52.219-1 and 52.219-6. The North American Industry Classification System Code is 541512. The size standard is $18.0 million. All eligible and responsible small business sources may submit an offer. Vendors must be registered in the Central Contractor Registration database prior to the award of any contract. (See www.ccr2000.com for registration information.) The RFP and supporting documentation for this effort can be accessed via the MARCORSYSCOM web site at www.marcorsyscom.usmc.mil/mcscctq and then by clicking on "opportunities" and then "JECCS". JECCS will provide a "first-in" backbone communications connectivity to Defense Information Systems Network services in support of the Joint Task Force Enabler (JTFE) mission requirements. JECCS will provide a seamless transition to the Digital Technical Control (DTC) and Tactical Data Network (TDN) systems in support of larger follow-on forces. The system is housed in a S-788 shelter mounted on a Heavy HMMWV. It will serve as the initial communications and coordination node for the follow-on CJTF with capabilities such as NIPRNET, SIPRNET, GBS, VTC, UHF-TACSAT, INMARSAT-B, and DSN. The system fills an acquisition deficiency currently borne by the communication battalions through local procurements, in support of the JTFE mission. The JECCS has been thoroughly developed ant the desired system is well-defined. MARCORSYSCOM intends to award an indefinite-delivery, indefinite-quantity (IDIQ) production contract to build systems very similar to the existing Engineering Development Models (EDMs). The RFP and the support documentation will be released on June 1, 2001 and responses to the RFP must be submitted by 1400 (2:00pm EST), July 2, 2001. The solicitation package must be downloaded from the website as no hard copies will be available for distribution. All written requests for copies of the RFP will be ignored. Potential offerors who download copies of the RFP from the website will not automatically receive amendments and, therefore, will be responsible for monitoring the Internet site for the release of additional documents and amendments. Vendor proposals submitted in response to the RFP must be received in hard copy in accordance with Section L of the RFP.
