Description
Kaiser-Hill Company, LLC is seeking qualified subcontractors to perform records management, document control, and administrative services activities in support of its contract with the Department of Energy to decommission, decontaminate, and close the Rocky Flats former nuclear weapons facility near Denver, Colorado. Specific services to be provided are: -- Identification, capture, indexing, microfilming, imaging, disposition, turnover, storage, and retrieval of Rocky Flats records and management of the records database. -- Providing controlled documents to aid Rocky Flats workers in performing and documenting work activities and management of the database of controlled documents. -- Manage various records centers and project files. -- Other support services including but not limited to correspondence control, mail services, photography, printing, and convenience copier administration. -- Development and maintenance of intranet and internet web sites, systems applications, and databases, all in support of the various scope functions. -- Records and document retrieval services in support of litigation activities, FOIA, Privacy Act, and inquires by congressional, governmental, and regulatory agencies. -- Management and control of various classified records, classified vaults and contaminated (by radiation or hazardous materials) records. -- Management of the CERCLA Administrative Record. Interested subcontractors should submit a pre-qualification proposal that contains at a minimum the following: -- Safety record for the last three years, specifically to include the OSHA Recordable Case Rate (number of Recordable injuries per 200,000 hours of work) and the OSHA Lost Workday Case Rate (number of Lost Workday injuries per 200,000 hours of work). -- Demonstrated experience and outcomes related to work of similar scope, breadth and depth. (Provide customer name, project name, work scope performed, period of performance, annual budget for each item listed, numbers of staff utilized and customer point of contact, including address and telephone number) -- Capability to provide experienced and qualified staff and capability to gain security clearances for all positions requiring clearances, and the ability to obtain an affirmative FOCI determination. -- Demonstrated records management systems and processes, and the related quality assurance processes. The period of performance will be October 1, 2001 through December 31, 2004, with option periods likely through site closure, which is presently estimated to be December, 2006. Pricing structure will likely be fixed unit rates for all labor positions plus direct reimbursement of some other direct costs. The Subcontractor must demonstrate financial capability to undertake services hereunder in the range of $4 million to $6 million annually.
