Description
The United States Environmental Protection Agency's (EPA) Office of Acquisition Management (OAM), in support of the Office of Solid Waste and Emergency Response (OSWER) and the Office of Enforcement and Compliance Assurance (OECA) is issuing a solicitation to procure advisory and assistance services for enforcement and compliance monitoring, permitting development and review, waste management reduction, corrective action, program planning, and evaluation and management of hazardous and solid waste for the federal, state and Indian territories in accordance with the Resource Conservation and Recovery Act (RCRA), as amended by the Hazardous and Solid Waste Act. It is the Government's intent to award two cost-plus-fixed fee (CPFF), level-of-effort term contracts. The solicitation will support the area identified as Zone I, which includes the Northeastern and Mid-Atlantic parts of the United States, Puerto Rico and the US Virgin Islands (Regions 1, 2, and 3). The contract period of performance will be for five (5) years. Each contract will have a total estimated level-of-effort of approximately 105,000 professional and technical labor hours. As part of EPA's initiative to promote small business participation, offerors are encouraged to synopsize subcontracting opportunities with an emphasis on recruitment of 8(a), Small Disadvantaged, Women-Owned, HUBZone, and Service Disabled Veterans businesses. This synopsis should also include American Indian (Tribal)/Alaska Native Corporation (ANC)/Individually-owned AI/AN businesses for subcontracting opportunities that are located on or near Indian reservations. The extent of subcontracting participation by these businesses will be considered in source selection. Offerors are only eligible to receive one award. Alternate proposals will not be accepted. It is anticipated the solicitation will be released on or around June 7, 2001. The NAICS group code is 541620.
