Description
SOLICITATION NOTICE FOR BUILDINGS 17, 17A, 17B, 18 & 21 RENOVATIONS AT THE NATIONAL NAVAL MEDICAL CENTER (NNMC), BETHESDA, MD. The National Institutes of Health ("NIH") is seeking a private party that will act as a Development Manager ("DM") to provide all services for the proposed renovations of the Buildings 17, 17A, 17B, 18 & 21 and associated work for the NIH at the NNMC Bethesda, MD. The services will include, but will not be limited to: planning, programming, special studies including environmental services, design, construction, community relations and overall coordination of all activities associated with the proposed project. Buildings 17, 17A, 17B, 18 & 21 at the NNMC will be renovated in phases. The entire renovation will be approximately 128,000 gross square feet (GSF). This project will provide a collaborative environment for modern musculoskeletal medicine research and development, with bio-medical research labs, small animal facility, NMR facility, office, conference facilities, interaction areas and public space. The DM and an A/E firm will be selected as a team initially under this solicitation. The D/M will contract complete A-E services to A/E under the Developer's contract. The A/E must demonstrate the expertise, experience and commitment in completing similar projects. A key objective of this contract is to provide the facility in the shortest timeframe while maintaining quality, design excellence, operational flexibility and cost efficiency. The D/M will be required to coordinate closely all activities under this project with NNMC. The period of performance is four (4) years, which includes one base phase and 13 option phases. The DM will be expected to provide full development services for the entire project, including: (a) developing phasing/options for the project, (b) procuring the planning, design, construction, and other services necessary for completion of the project, and (c) providing project management services throughout the planning, design, construction, activation, occupancy and close-out phases. The DM should not joint venture with a Construction Management firm at this time. NIH intends the DM to select the construction manager after consulting and receiving NIH approval. The DM must have demonstrated experience in providing full development services for projects of equal size, complexity, and type of client with a high degree of customer satisfaction. In addition, the DM must be experienced in interacting positively with communities.
