Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award to Lockheed Martin Aeronautical Systems (LMAS) a sole source Cost Plus Incentive Firm contract for engineering services to develop a C/KC-130, C/KC-130T, and KC-130T-30 Fleet Structural Maintenance Plan (FSMP). The contract is anticipated to be awarded in the third quarter of fiscal year 2001. The FSMP is required to identify structural inspections and modification requirements through the year 2020 as well as determine the estimated economic life of the major components of the airframe. The justification for other than full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. LMAS is the only source in possession of the proprietary C-130 engineering data and personnel experienced in C-130 DADTA, C-130 inspection tracking, and knowledge of all the service history for C-130 and L-100 series aircraft. This task will require detailed knowledge of the C/KC-130 aircraft structure, the C/KC-130 Individual Aircraft Tracking System (IATS), and C/KC-130F/R Structural Life Assessment Program (SLAP) study. Proposals received from responsible sources shall be evaluated by the agency. See numbered Notes 22 and 26.
