Description
This notice is a combined synopsis/request for proposal in accordance with Federal Acquisition Regulation Part 12, Acquisition of Commercial Items and Part 13, Test Program for Certain Commercial Items. The NAICS Code is 541618 ($5.0M). This announcement constitutes the only request; quotations are being requested and a written Request for Quotations will not be issued. This acquisition is a 100% set aside for Small Business. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED ON HOW TO RESPOND. The US Dept of the Interior, Minerals Management Service, Gov.Works, Procurement Operations, intends to develop and introduce telecommunications acquisition services based on standard commercial offerings. The successful contractor will recommend a telecommunications business strategy for MMS based on its knowledge of the telecommunications marketplace and needs. MMS views most of the basic communications services as commodities that can be bought on an open competitive market and intends to provide a source of commercial competitive services to the Government marketplace to improve service. In support of this contracting effort, MMS has a requirement for professional services to develop a telecommunications acquisition capability at Gov.Works. This solution would include telecommunications decision support research, development and implementation of acquisition analysis, recommendations and methodologies leading to a telecommunications business line within Gov.Works. Tasks include, but are not limited to, performing a Market Survey, writing an Acquisition Plan, Performance-based Statement of Objectives, assisting in structuring the schedule of services to be provided under the contract, innovative contract financing plan, writing the evaluation plan and evaluation factors, and participating in the evaluation of proposals, and evaluating potential changes once contracts are awarded. Offerors should submit their strategy for expending telecommunications services within the Federal marketplace. Offerors must submit their performance metrics for a proposed contract and any special contract terms. Gov.Works is a Federal Franchise Fund Program authorized under the Government Management and Reform Act of 1994, which gives statutory authority for operating a fee-for-service administrative support service. Gov.Works provides acquisition support to all agencies of the Federal Government and District of Columbia Government. All expressions of interest shall be received within 15 days after date of publication of this synopsis to be considered by the Government. This date will not be extended. All responsible sources may submit a proposal, which shall be considered. Sources responding to this synopsis must indicate, in writing, that they are a small business. Award method will be Best Value. A Capability Statement is due by close of business on May 28, 2001. Offerors shall submit an original and 4 copies of Capabilities Statement to Ms. Linda M. Butler, Contracting Officer, Minerals Management Service, 381 Elden Street, MS 2510, Herndon, VA 20170-4817. Firms judged to have the capability to perform the work will be given an opportunity to give an oral presentation and to submit a written proposal that includes a statement of the offeror's intention to comply with the statement of objectives, price schedule, performance schedule, a summary management plan, and a brief outline of their oral presentation. Oral presentations will be scheduled between June 11 and 14 at MMS in Herndon, Va. The written offer stating the firm's intention to perform the tasks, price, schedule and summary of oral presentation is due on June 6, 2001 at 2 p.m. DST. Oral presentations will be evaluated to determine the most effective provider of business and COTS solutions for integrating telecommunications into Gov.Works' business line. EVALUATION CRITERIA FOR AWARD: Evaluation criteria are equal. Each firm will be evaluated on the following basis: 1. Past performance using a list of all clients for the past 2 years for similar work, showing company, contact person, phone number, email address, project title and a brief description of the project, and cost of completed project. 2. Key personnel that will be assigned to this project and their capabilities and experience doing similar work. 3. Organization's capabilities with a strong business and telecommunications solution capability to complete this project. 4. Price. 5. Oral presentation to determine the most effective provider of telecommunications business solutions for Gov.Works' particular needs.
