Background "15 May 2001: Posting addendum 1, Changing the Specs for Project# 980024-1; Installing Sprinkler System. PRESOLICITATION NOTICE Title/Description: Renovate O'Club Kitchen, Project Number 925010, and Install Sprinkler System O'Club Kitchen Facility, Project Number 980024-1. SCOPE: Contractor shall furnish all labor, equipment, materials, appliances, and devices and perform all operations necessary or required to reconfigure and upgrade the kitchen that serves the Wright-Patterson AFB Officers Club and install a wet pipe sprinkler system in the kitchen that will interface with the facility alarm system, Area C, Facility 10800, in accordance with plans and specifications for Projects 925010, and 980024-1. Funds are presently available for this project, but due to constraints is not projected for award until the fourth quarter of this fiscal year. Nonappropriated funds and Air Force Appropriated funds are being utilized for this procurement and may result in separate pricing schedules being established with appropriate Nonappropriated fund clauses and provisions incorporated. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. The Government reserves the right to cancel this solicitation, either before or after the closing date. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director of the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations and the evaluation of proposals or the source selection process. There are approximately 30 pages of the solicitation, 500 pages of specifications, and 35 sheets of drawings. 5. However, when you register you will receive notice of any amendments and/or addendum's. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 7. A signed copy of the SF 1442 shall be included with your proposal. Proposals must be received in ASC/PKWOEA not later than 1600hours E.S.T (4:00P.M.) on the date of closing (on or about 31 July 2001). Sealed envelopes containing proposals shall be marked to show the bidder's name, address, solicitation number, and the date and time proposals are due. Contractors that are debarred, suspended, or proposed for debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. Proposals prepared by debarred, suspended, or otherwise ineligible contractors are at the risk of the contractor. "
